An article headlined "Governor Vows Changes at New Castle" appeared on the front page of the Logansport Pharos Tribune on May 7, 1997. Governor Frank O'Bannon visited the New Castle State Developmental Center on May 6, 1997 after an Indianapolis television station aired
a report based up hidden camera footage of resident abuse by employees. The broadcast showed workers calling residents names, tying one to a chair, and hitting another over the head with a clipboard. This collage illustration shows the article and a postcard of the "Indiana Epileptic Village, New Castle, Indiana." The Indiana Village for Epileptics opened in 1907, later renamed New Castle State Hospital and then New Castle State Developmental Center. The Center closed in 1998, the year after the revelations of abuse.
