This document is an excerpt from the National Council on Disability (NCD)’s July 26, 1995 Report to the President and Congress, "Voices of Freedom: America Speaks Out on the ADA" (Americans with Disabilities Act). The excerpt is the summary of the Indiana town meeting on April 25, 1995, hosted by the Indiana ADA Steering Committee (now ADA-Indiana). In the report excerpt, 14 Hoosiers respond to the question, "What has the ADA meant to citizens in Indiana?" Larry Brown, former running back for the Washington Redskins, represented the NCD at the Indianapolis meeting.

The NCD's abstract of the report states: "Throughout the five years that have passed since the Americans with Disabilities Act was signed into law, the National Council on Disability has monitored the progress of its implementation. Between February and June 1995, in keeping with its commitment to the Nation's citizens with disabilities, the Council visited all 50 States, the District of Columbia, and the U.S. Virgin Islands in order to learn how effective the ADA has been to date in ensuring equality of opportunity, full participation, independent living, and economic self-sufficiency for Americans with disabilities." The NCD affirms that the report "documents real changes in the lives of real people." It also cautions that "people with disabilities are still far from the America promised by the ADA."
